stupid question: the clip ons on an R are supposed to be perfectly straight right?

Straight? No.

The clip ons are angles back (towards the rider) and down to make them comfortable.

if you mean the bar itself, it should be straight...any offset/angle is going to come from where it mounts to the top triple tree
