If I was running a distracting thrust into enemy territory, like Kursk, with the plan to pull back as the Putinistas throw more and more cannon fodder at me, I'd be putting tons of explosives in the basements of buildings I know the Putin Officers like to occupy. Luxury hotels? Town halls?
Pull out of a town, wait until my agents, ( Civilians sick of the Putin Regime, widows, mothers... ) confirmed the proper buildings are in full occupancy, then command detonate the building. The psychology of Russian conscripts, and I'm not knocking the potential courage of any individual Russian, is to be herded by the Officers and Political Officers, ( the ones that shoot you to encourage others ) into battle.
I'm sure that if the Russian forces are attacked, they'd defend with great tenacity, even without orders, but rush into battle in the next town, without micromanaging Officers telling them to? Don't see it. Could be wrong.
American troops, Brits, Aussies, Finns, all have a tradition of independent thought and initiative. There's a large collection of messages sent back to HQ with the basic format, "We didn't get your message to hold for reinforcements before taking the town, so we already did. Please send the reinforcements to catch up to us." ... It's a training and culture thing.
This is what happens if the terrorists are not eliminated completely. So the Ukrainian nazis should be completely eliminated and Ukraine should be dismissed.
