Antanov alone was a major aircraft R&D & manufacturing company. Ukraine was where a Lot of the high tech work in the Soviet Union was done. ( Czech Republic, now, another high quality tech supplier ) There were a lot of laid off guys who started companies to build flying machines for export to recreational fliers.
