David Weber's "Dahak" series ( 4 books ) has an alien enemy that periodically sweeps the galaxy, killing all possible competing life, not just intelligent life, but also, for example, the dinosaurs. There's a plausible explanation for the long term obsessive behaviour. And the response of the rare survivors of these periodic great killings is obsession with being prepared for the return of the genocidal aliens. One plot point is that the surviving people tend to quit believing that there is a real threat after thousands of years.
