My issue is that the threads broke off of the stud and vice grips seem to be ineffective in getting it to budge. they just rip at the metal. I have been using penetrating oil to try and get them to budge and it still doesn't work.

Hey fella, you need to be more specific, do you mean the stud is broken off in the casing at the base? Is there anything left to grip, you make mention of a vice grip, not actually the best tool for the job, though with some care success can be achieved, sometimes.

you need to heat it up at the base with a propane torch before trying to remove it.

I actually wound up talking to a couple of guys and bought a stud remover from harbor freight, it worked fantastic, the break was at the last cm of the threads. I know vice grips weren't the best choice, but it's what I had on hand.

Hey man! cool, at least you got it out! A stud remover was going to be my next suggestion, failing that, a stunt i've used before, especially where there is next nothing to grip, is take an old bolt of at least .75 the size, chamfer the end a tad and use an arc welder to weld it to the broken bit, usually comes out like a breeze once it's cool and if you're careful there's no damage to the casing at all.
