Howdy all,
I've just re-installed my rear wheel, and now it is producing a scratching/grinding noise whenever I free spin it.

My first thoughts go to the rear wheel bearings, but anyone have any other suggestions? Thanks.

brake rotor snaps to mind as the likely culprit

Your suggestion gave me an idea. It now appears that the pulley is rubbing against the swingarm. I have it tightened down tightly (no torque wrench); does this suggest misalignment of the wheel?

When the bike rolls backward the belt walks out from the pulley and when it rolls forward (especially when driven b the engine) the belt moves back in.

Take a look a the lower belt guard and see if the metal is hitting the belt.

If it's bearings the way to check is to pull the rear wheel and put your fingers in the ends and spin it. You will feel an grinding or binding with your fingers. Over tightening a whole bunch could crush the tube spacer inside but nothing aside from a crash that bends the swingarm will make the wheel go out of alignment...as far as I know.

If I tighten down too much on the axle, the pulley rubs the swing arm....If I tighten up too much on the locking pin, the pulley rubs the swing arm.

Very curious.
