Concur! Anything that is not stock and performs well, is going to be louder than stock. Any exhaust that is not stock can get you a ticket.
Besides the repacking (it wont make it quiet though) you can:
Try the Jardine exhaust with "quiet Core".
Put the stock exhaust back on.
Be aware of nearby police and keep the rpms low when you see them.
Ignore the trooper completely. How much is the ticket anyway?!

I've only been stopped less than a handful of times for loud exhausts in 30 years. Attitude is everything. Obnoxious loud revving of the exhaust will get you unwanted attention too as well as treating the officer poorly.
I've never gotten a ticket for loud exhausts (knock wood) besides having "the loudest exhaust I've ever heard" and telling an officer to stick his finger up the exhaust pipe and check for baffles.
It comes with the territory. If you dont want problems with the law, obey it.

PS Stock exhausts can be had pretty cheap if you watch for them (sometimes even free!).

I was lucky enough you could say that I avoided a ticket and instead got a warning that said I need to fix the problem of "Operating without sufficient muffler on motor vehicle" and mail in proof of fixing it (via any law enforcement officials signature) along with a copy of the citation. So to me that leaves it rather open ended...to me that says I can just go to some officer and explain I was running a straight pipe and recently bought a muffler with baffles etc to fix the problem, please sign here.

Do you suppose it is that easy?

If you know 'someone' that will sign off on it sight unseen, then its that easy. Doubtful any officer will believe the V & H is stock though if they see/hear it. If you try the V&H and the officer thinks you are trying to scam him, that may not be good. Best is to borrow a stock muffler to get the ticket signed off and then put the V & H back on (and hopefully you wont see the same state trooper again).

Not getting the ticket signed off will only lead to further problems (which are documented elsewhere here and could lead to incarceration: ()

I keep a stock one for that purpose - had to ride 8 blocks to the nearest SFPD - took the Bub off, bolted the stock one up front top and bottom, used plumbers metal tape (Like you secure stuff to the wall with) and a couple of bolts to secure the rear. road down, the signed off, road home and put the bub back on - total time about an hour, and continued to use the Bub - was my only fix it ticket - though I was charged twice that time for loudness, I only paid the ten bucks. The cop really just wanted a look at the bike - he was riding a HD - he knew it wasn't that loud, and failed to cite me for passing in a intersection (going around a bus-arguably safe) -

Just thought I'd update... Citation said "any law enforcement officer" could sign off on my exhaust, apparently the rent-a-cops at my university count as well. I was able to find one who clearly did not understand the concept of a straight pipe vs baffles so the problem is solved. Thanks for the advice as always. Now I find out my battery needs replacing (stock one almost 10 years old can't complain!)

I'm fitting the Jardine today, and I'm a little confused by this new gasket. Unlike the original gasket, it's just a squared off fibrous metal ring. The old one was tapered.

The Jardine just want's to push up against it. Is it supposed to go inside it?!

It just fits in the exhaust port in the cylinder head, the exhaust pushes against it. It does not go over (around) or inside the exhaust.
Install the exhaust per the instructions-the square gasket (there are at least 2 styles available) may not have enough 'give' in it as the tapered kind to tolerate much moving around (if you tighten the flange bolts first, then move the exhaust around).

Ok. I've got the gasket in, and the header finger tight against it, (even with slit ring pliers that thing was a pain) and the front mount finger tight with all new OEM hardware.

I'm assuming I just need to slip on the muffler, install the hanger, and then tighten everything up?

Do I torque the header nuts and front mounting hardware to OEM torque values? The Jardine instructions do not specify a torque value.

OEM torque values and sequence. Snug them up evenly until you feel some resistance (dont fully crank one to torque, leaving the other loose). If Jardine doesnt list an assembly order follow the one in the manual.
You're right on track (and I'm hoping my posts dont confuse you).
Recheck the exhaust port nuts torque several times and then recheck them after warm up. Dont over torque.

*I would recommend using anti seize on all nuts, as well as using locking nuts (nylocks or the locking or 'bent' nuts that came with the new/old exhaust). If locking nuts werent available you can use both anti-seize and red Loctite on the nuts. The antiseize on the inner bolt threads and Loctite on the outer nut threads. You can also add Loctite on the bolt threads (close to the nut) to keep the nuts from backing off if they ever come loose.

Do not use the Jardine front lower mounting hardware, use the stock hardware.

Oh no... bought all new parts for the manifold and front mount.

BUT now I can't find the damned exhaust clamp : ( I know I had it out when I first opened the box but now I can't find it anywhere.

Of course this was at 7:10 PM after every motorcycle shop in town had closed for the night...

LOL no kidding. I haven't found it yet and no one in town had one. I'm going to try a little further north tomorrow and I'm waiting on a call back from Jardine too.

On another note, how do you deal with that bottom header nut? I don't have a low profile wobble socket, and I don't know how to torque it without it. Do I need to go pick one up?

Yes, get a 'wobble' socket or a 1/4" drive socket *may* also fit (buy an adapter and use a 1/4" drive extension). Try to buy one thats on the thinwall side. A cheap one thats very beefy may not fit.

A 1/4" drive 1/2" socket and 6" extension did the job just barely. I think a 1/4" wobble extension would have been perfect but I didn't have time to run to Sears.

The bike sounds great and is running strong. We haven't put the quiet core in yet. Crappy rainy day.

I'll make some youtube videos with and without the quiet core this week.

Have to agree with Evilbetty. I run the RT1 w/quiet core. It seems to offer as much power w/o the noise of the unencumbered pipe.

well looking more and more like i will get the jardine. I found a race car place here that will do a custome stainless setup but he is over 2 months backlogged and is $50/hr plus supplies...and on the clips the non-quiet core seemed to have a deeper throatier sound or is that just me?

Odd question guys...

I took off my Bub exhaust to repaint it. Got it painted, dried and reinstalled it today.

For anyone with an aftermarket exhaust, my question is, at the header where the retaining ring and exhaust ring meet the engine, is there a gap? My exhaust ring isn't flush with the engine but the pipe feels like its all the way in. I'm not quite sure if this is how it was prior to taking it off as you can only see the gap when looking from the under left side of the bike.

I'm only asking as it seems to me like it shouldn't be that way but the retaining clip is where its suppose to be, and the exhaust ring can't go any further up due to the retaining ring.
