What are the symptoms of the VOES not working correctly?

All the voes does is switch between two advance curves in the ignition brain so I would think that it would either ping more on the throttle or idle roughly depending upon if it failed open or closed.

Another failure would be a vacuum leak.
You could bast it with WD40 while it's idling and see if it changes the way the engine runs or if burnt oil smoke comes out the exhaust.
