So I adjusted my clutch per the manual. As of now the clutch engages when the lever is past 3/4 out. I don't want this. I want the clutch to start grabbing at 1/2 way out. The cable is tight 1/16 from the clutch perch, probably too tight. I reset the ramp...everything per the book.

Out is lever released?
Then, adjust cable to "loose" a 1/4 out.
Leave lower adjustment per book.

Regarding the clutch adjustment in the primary: the book says 1) loosen the clutch cable a lot, 2) gently turn the screw inside the clutch basket counterclockwise until it bottoms out. Then turn clockwise 1/4 to 1/2 turn. I set mine at 1/4 turn. This provides smooth shifting and easy-to-find neutral. Setting the screw 1/2 turn out sometimes left me with a hard-to find neutral.

Set the clutch on the perch anywhere you want. I like mine tight (1/16 in). Many others, like you, want the engagement closer to the grip. Just loosen the adjuster until you are happy. There should be no problems.

Now do I have to reset the ramp again when I loosen up the cable?

If the cable adjustment fixed the problem, there's no need to take the cover off and adjust it at the ramp. If I'm not mistaken, the manual even says that (I just replaced my clutch cable and had to go through all that... took me 4 tries to get it right!).
