The House Permanent Select Committee on Intelligence issues a press release manufactured entirely within his caucus, without the knowledge of the Republican ranking member or any other Republican on the committee, with Rep. Eshoo becoming suddenly and inexplicably available for interviews on the subject – and that’s not a political maneuver?

I do fail to see how a non existent program in the CIA that roughly equals bar talk in late 2001 has to be reported to congress unless they spent money on it.
Even then, I appreciate that you can't trust any Congress critter with peoples lives, since they keep telling secrets that get people killed. I certainly wouldn't want the project to zap bad guys cars from space with high energy lasers revealed for some crummy pol's brief jump in popularity with a fickle press.

They did spend money on it. Still, the law doesn't require reporting for non operational programs. The way I understand it, it was on again-off again for several years, they saw that it wasn't producing anything, and canceled it.
This is a diversion. Cap and Trade and an onerous 1000 page health care bill are being rammed through while the media and the citizenry are distracted.
I guess I can only hope that they read it this time.
