For those of us that don't receive the LA times, is this a good thing or bad thing? Sounds like a good thing for us, but then this IS California.

I didn't read the article he was talking about, but I recall reading recently about them trying to tighten up motorcycle emissions, and requiring annual testing like a car.

Here's a synopsis of the LAtimes article:

Legislature figures they can cut about 400T pollutants if they require MC's to be smogged.
Bill will require a bi-annual visual inspection. Maybe a sniff of the pipe, but probably not.

Applies to bikes over 280cc and MY 2000 and newer.

The worst smog offenders are those that take off a catalytic converter and put on aftermarket. Not sure if Arnold will support the bill should it pass in the legislature. The bill is slated for vote in July and for governor signature in August - should it go that far.

Here's my interpretation:
CA is looking for revenues and is looking to get loud pipes off the street. This law gets two flies with one swat.
