Shouldn't be too hard to make one up; just use a big airstone that you would use in an aquarium, and a piece of clear PVC sewer pipe, with a threaded cap. Attach a hose through one hole in the cap to the airstone which rests in the water, hose ends at the cap. Second hose goes through the cap but ends before it gets to the water, and this hose goes to your intake manifold or someplace similar where there is intake vacuum. Air sucked through this hose generates a negative pressure in the tube, which sucks air in through the air-stone-tube; air bubbles through the water picking up water vapor, then gets sucked into the tube into your intake. If all goes well, your mileage may improve and get a bit more power due to fuel charge cooling. If you build it wrong it will suck water into your intake...and bad things will happen. Gotta put a splash guard or the like to control sloshing so the intake hose doesn't suck water but only air. I've done this in the past on a couple of very hotrodded VW baja bugs and they did run cooler and made more power. If you don't use the extra power to go faster, you will get more mileage. As the saying goes, YMMV. I'd like to try it actually because I think it's a neat idea and could work well.
