Bolt pattern does appear to be Buell I just never seen them before.

That is not a genuine buell part, more like a garage special.

That's what I was wondering.
No adjustability and does not seam like it would be as strong

Why would a person bother to make that?
When I changed my bars after my "rapid dismount" I went to my friendly Honda dealership and got some dirtbike bars for under $20.
In order to adapt it to my bike, I had to cut the crossbar and drill the little holes that keep the switches from twisting.
