I have more than what I would call, a healthy supply of old school race parts. Dual disk conv, race kit, yadda yadda yadda... However, I'm finalizing my M2 cafe build with as many race parts as I can find and I came across an aluminum swing arm with "Race Use Only" hand engraved on it. Is this something race teams had to do with any and all parts that were used on the track or is this a legit Buell Racing part?

I know they put that on the race parts with an engraver it was mostlikely a lighter version or factory modified so it was not tge DOT version

Probably nothing special about it besides the engraving. Cosmetically damaged parts were marked this way and sold at discount to racers.

I have an S1 race bike that was built almost entirely of similarly marked parts ( frame, wheels, swing arm, rotors, .......).

It's a great piece of Buell history, but likely no different from a stock piece.

Does there appear to be any extra bracing done or weight removed?

can any weight be removed from an aluminum swingarm without weakening it ?

Certainly it could be polished and left unpainted...
