i just noticed that there is a little bit of oil coming down the side of primary cover fron shifter. assume that it is a seal... do i have to remove the cover or could it be the outer seal.

I don't think it is possible to replace the shifter shaft seal without taking the primary cover off. It is no big deal to replace - just take care not to damage it while installing

And replace the primary cover gasket too while in there.

and replace primary chain tensioner too.
