I am needing to buy new rubber for my 99 X1. I am inquiring from the vast knowledge of the BadWeb'ers, what alternate tire sizes would fit on the stock rims for this bike? Any feedback would be great.

Check the tyre manufacture for recommended wheel size. It also depends which wheel you have.
