Hmmm....I always thought surging RPMs were a symptom of bad intake seals. Also a good ole' TPS reset might not be a bad idea either.

I'll second the intake leak situation. Sounds like classic symptoms, esp the shutting it down, starting up, and it's fine. Same w/rough running at steady throttle. In addition to the intake manifold seals, the seal between the throttle body and intake manifold is a possibility, as is the 0-ring between the fuel injectors and the manifold.
I'd do the TPS reset first, just to eliminate that as a problem, and start from there. Good luck, and please let us know what you find.

1. Open the air box and clean the throttle bore where the throttle plate is. You'll find a black, gummy buildup here that affects your idle.

2. Make sure your idle speed is set low enough (to specification). Even a tad too high an idle setting will cause your exact symptoms. You have to set your idle with the engine warm.

3. Check your intake seals by spraying WD-40 on them while the engine is running. If there's a change in idle then you have a leak.

I don't think the TPS reset will help, and unless you have the software, you have to pay your dealer to do it.
