I know this topic has been discussed before, probably to exhausing lengths. Can you lower an 07 XB9R? Any help would be greatly appreciated.

You can.
The easiest & surest way is to replace the lower triple, forks, rear shock and kick stand with that of a 05-07 12Scg or an 03-04 9Slow. This will lower the bike almost an inch.
