For reasons too complex to go into, I'd like to use the original 17X5 cast rear wheel, but with a narrower tire.
Anyone know how much smaller tire can be and still be safe?

Not sure what the original tire size is on a "1937 UL"(bike listed in your profile)
What is the real application?

M2 chassis, 37 UL motor. Don't have enough chain clearance for 170.
