What happens is if there is a pattern of behavior that over the fullness of time is negatively impacting the quality of the site, they are asked to either modify their behavior and abide by the terms and conditions of the site, or stop posting. If they don't stop, things can be done to make it more painful for them to try and post here. None of the measures are particularly difficult to circumvent, but they make the posting process painful and annoying and a lot of work. People should note that in the terms of service you agreed too when you got internet service from your ISP, you agreed to abide by the terms and conditions of websites used through that service, and that failing to do so will likely result (if somebody complains and can prove it with server logs) in you being blacklisted by your ISP, and you will loose broadband at home.
