Wouldn't this new plan to fund an officer's salary equate to basically a commission on written tickets (aka: a forced sales commission?)????? I think he could retire after the next Slimey Crud Run in May if this comes to pass. http://www.jsonline.com/news/wisconsin/34550384.ht ml
quote:Will officer earn keep with tickets? By Associated Press Posted: Nov. 16, 2008 Monona - If Monona's mayor has his way, a new police officer will focus only on speeders in this Madison suburb. Mayor Robb Kahl says the officer's $77,000 salary and benefits package would be paid mostly through speeding tickets the person would write if the 2009 city budget is approved. But some are questioning that plan. The new officer would need to issue about 1,600 tickets at a minimum fine of $48 a piece - almost one an hour. Monona Police Chief Walter Ostrenga says he doesn't know if it's possible to write that many. The department's 20 officers issued 416 speeding citations in the first 10 months of 2008. Kahl says he doesn't expect it to completely balance, but wants the officer to issue at least three or four tickets a day.
I wonder who's going to be first in line to challenge any ticket this officer writes and if it will be a jury trial and if it will go to a civil court and if the ticket will stand up in court "beyond a reasonable doubt" when it is brought into evidence than the officer's salary is directly based on revenue received from the tickets he writes. I will say, however, that it'd be nice to be able to write a ticket to someone anytime I wanted to buy something.... "Hey, pull over, you didn't come to a complete stop at that stop sign and I need a new lawnmower at home. " wink, wink, nudge, nudge, thanks Mr.Monona Mayor. I hope I'm misreading this story. |

I think the mayor's driving should be closely watched and he should get a ticket EVERY time he makes an infraction. What a dick. |

I'm sitting at my desk looking out the front window, and there's a cop sitting outside my house who's caught three in the last 45 minutes. I'm glad, too - it's a residential street with a 30MPH limit, and people use it as a shortcut, hauling ass down the street. We have a cop who lives two doors down, and the guy running radar is parked right near where the cop car is normally parked, so folks think it's just the neighbor's car sitting in front of his house. It's entertaining to watch when they realize it's not. |

What if there are simply no infractions? Will they need to manufacture infractions? |

I am all for traffic enforcement, but NOT draconian style or quotas. Qoutas are illegal and any Police Union would have a field day with that!! I wonder if the ACL will take this up?? |

I hope the citizens of Monona are paying attention, that man needs out. After having to pony up my winter parts budget for 1 bogus and one questionable ticket, I'm glad he is not mayor here. Its 75$ each for the lawyer, and 150$ each Cost of court, In Wilmington NC thats 2 tickets per work day |

How much do they get for stopping a bank robbery, a B&E, child abuse? Everytime I see a group sitting on the Round Lake Rd bridge over pass on US 127, I want to pull up and tell them that there is a bank robbery going on while they are sitting there making the highways safer. "They" against "US" I am old enough to know that thats not the way it was meant to be.... |

How much do they get for stopping a bank robbery, a B&E, child abuse? Traffic enforcement is all about revenue and THIS just makes the case stronger. Do you think for one second that the Mayor is concerned about public safety? It is all about generating revenue from the working man, the VAST majority of which are law abiding, productive citizens (outside of trivial traffic violations.) Just another way to take our money--just like passing a new tax. This makes me sick to my stomach. F@cking joke.} |

Even worse when you get pulled over for nothing, they can't pin anything on you, so they write up something that can't be proven. Following too closely my ass! |

Yep, froggy, I too was victim of a dirty CHP in April. Complete fabrication of my speed and of course he was pacing me so it is was "judgment" call on his part. I must have crossed the line by weaving LEGALLY in my lane on HIS highway. I'll admit when I am guilty, but in this case I can thank the dirty cop. What a wonderful human being, the POS. |

Im pretty sure this will be found illegal. Although I'm sure with the economy and short coming of city taxes more tickets are being written anyway. |

Although I'm sure with the economy and short coming of city taxes more tickets are being written anyway. I am sure your are right. How about this for the public sector....CUTBACK!!!! Just like the pain the private sector is feeling right now...layoffs and failing businesses are rampant. CUTBACK police and fire department salaries. Government is out of control and since they are playing with someone else's money, spending doesn't matter. It f@ucking sucks period. |

Fresno, I work for the government, and lost my job due to a combination of others screwing up and cutbacks. I am working again because a position just opened again (same title, different building), but there will be even more cuts in 09, so who knows, I could be on my ass again. |

I was a bit harsh I suppose. It's much more complicated and government is cutting jobs as well. No offense meant. |

Fresno, no offense taken. You should see what they have been doing where I work, they have been going nuts. The removed half the lights to save power, took away most of the printers to save ink and toner, require everything to be double side printed if possible, took away stupid things like business cards and calenders, now they are taking the water coolers. Guess they got to pay for my $200 more this year raise somehow... Perhaps I should take up construction, it seems to get certain others very far in life |
