As an update, there is a thread on here that tells the story of how I came to own the '99 Cyclone (sad) and then passed it along to a great fellow traveler from Melbourne Australia to start it's second life (happy).

I got the Mikuni in the purchase of the '99 M2 several years ago. Original owner of the M2 bought it with bike (he was the first owner!) and never mounted it. From recollection, he stated he worked for a HD dealership in NYC way back when and that was how he came to own the bike as new. Carb is still wrapped in the factory plasti-wrap! I measured the intake side of the throat and it appears to be 40mm. This the flat slide Mikuni which, according to everything I've read, is a great upgrade to performance. Comes with a new choke cable mounted. No intake boot, and I have no idea if it would mount to the OEM without modding.

Is there still a market for this carb? Any idea what a fair price would be?

The Mikuni for a Buell Cyclone is 42mm. Maybe search Mikuni Easy Kit 42-11 and see how it compares to what you have.
