I believe there was a 'lifting' issue on the 99's with the vents and later models had no vents and I think little 'teeth' on the rear hold down clamp.

I have carbon fiber bodywork with vents and a custom paint job bodywork without vents and they both work fine and exactly the same. There is no different hold down clamp either. That was for S3s and M2s so don't worry about needing anything different.

The '99 has the same fuel bladder as yours. The vents were taken out of the design because some folks experienced lifting of the tank cover. I have vents in mine and have never had that issue but I have had customers who have.

The real reason for the lack of the vents in the 2000 - up X1 tank cover? They were removed in preparation for the transistion to Molded In Color bodywork. The vents were intended to duct air to cool the rear cylinder, but were never very effective. The fuel tank remained the same and either tank cover style will work (as stated above). Anyone who was at Homecoming in 2000 (or maybe it was 2001) who was given the 3D X1 Lightning emblem ever wonder why it came to be? Molded In Color bodywork was planned for the 2000 MY, but couldn't be realized in time. So when the X1 (and all other Buell) graphics were changed for the 2001 Model Year the 3D X1 Lightning emblems were obsolete.

If a bike has a tank cover that 'lifts' my suspicion is that the vents do take in some air but there is something blocking it from flowing. The foam tape used underneath the tank cover to direct the air was not a very consistent process.
