anyone know if a front brake rotor/carrier assembly from a 2000 X1 will bolt up to my stock 99 M2 wheel and work with existing brake caliper?

yupp.. it will . im not sure what brake rotor material your old rotor is. most old ones like mine are cast iron. the new ones are stainless steel i think. i also think they may recommend changing pad material when you switch between the two. but it will bolt up fine. you may want to check the knowledge vault. if not im sure other will chime in soon.

It will bolt right on.
Make sure you buy new bolts too.
Even if you don't bugger the old ones, they should be replaced.
Be prepared to fight the bolts. They can be a real struggle.
