Of course, a huge part of that is strictly political. For a very long time now, a good way to help ensure that you are successful in you bid for government grant money to fund you study, is to tie it to global warming/climate change. Want to study splinters in little leaguer's buts? Tie it to global warming! Want to study micro robotics, but you have no tie to global warming? Good luck with that!
Its brilliant. Tillerson is pro carbon tax. They finish the pipeline. The new carbon tax pays for the wall. Then when the price of oil goes too high and tar sands shut down production, they pipe water to the slowly drying/dying West for a tidy profit and a grateful nation. Canada wins, wall gets paid for, West gets water where it needs it via vast tunnels (built by ex-coal miners) through the mountains.
Infrastructure focuses on tunnels rather than bridges. EVs get free access to the tunnels (no fumes) while ICE vehicles get tolls plus carbon taxes.
US leaps ahead in EV production and booms for 15+ years. Efficient transportation boosts production and exports. Carbon tax, use taxes and technology modernization - republicans could back it and it pays it's way. Unions happy, trades happy, bills paid, traffic reduced. Re-election all around. Dems left flat-footed.
OR maybe not. But Tillerson may find a receptive ear to his carbon tax when it comes time to pay the piper.
back in the Jimmie Administration, when the Arabs were punishing us for supporting Israel, the U.S. spent several billion$ copying & modernizing the WW2 German coal to gasoline plants. ( it would be too dirty today without improvement, so we improved it )
The cost of the process meant that it was profitable as long as oil was over $55 a barrel. So.... Saudi Arabia opened up the taps, and brought the price down, and that's why your car is not powered by coal today.
( why the process was not put into production when oil was $100+ a barrel is because of the War on Coal by the enviro-shills )
As an example of how well the process worked, the Smithsonian Air & Space Museum had in storage since WW2 a FW-190 German fighter plane. One of several brought over at the end of the war for testing. There was evidence that this plane had basically come over on a boat and sat around until given to the museum. They found several gallons still in the fuel tanks of WW2 era gasoline that tested out as original coal-to-gasoline product, and while most was treated as hazmat and properly disposed of, some was kept and tested in a variety of engines. Still worked fine after 50+ years. Try that with modern gas.
Years later, they discovered the wings for the plane at the Smithsonian were actually from another airplane. They had commented when restoring the plane that when the wings were unbolted a whole pile of shims fell out. This was guessed to be because of hurried construction at the height of the war. On the other coast a team restoring another of the very very rare Fw's discovered the ammo feed chutes of the wing they had painstakingly restored didn't match the fuselage they had. Turns out it was the wing for the one in the Smithsonian, & vice versa. ( The West coast plane had been test flown by the Air Force back in 1945 ) So they swapped wings, and everything bolted up perfectly with no shims.
As to oil, the Tar Sands & Fracking boom brought the OPEC cartel to open the taps up and lower the price to make the new systems unprofitable.
That's the REAL reason gasoline is not $7 a gallon today. Not that we produced so much that the price dropped... although that's true, it's because the Oil cartel deliberately dropped the price in the last 8 years to slow U.S. and Canadian production.
And, one may speculate, to improve the image of the previous Pres.

Back in the 1980's a science fiction novel plot was the creation of a deadly plague that targeted specific ethnic dna. A Satan bug that only killed Arabs or Negros. ( in the novel it was pointed out that Arabs and Jews are both Semitic peoples with common dna. So a crazy person could seek to murder one group and kill his own )
This speculative fiction is now not only possible, It's the basis for a lot of medical research. Drugs affect different people based on their genes. ( mine don't like rat poison ) So in a few years designer drugs to better work with your dna.... or your ethnicity, will be commercially available.
Fortunately the list of people smart enough to breed a super plague and the list that's crazy enough to try have very little overlap. Not zero, unfortunately.

Did you hear about the one where Michael Mann's hockey stick graph does the same thing with random numbers from the phone book? Because even after he massaged the data it didn't come out scary, so he wrote the algorithm to produce hockey sticks.
There's still a lawsuit in progress on this. Mann sued Mark Steyn & National Review for reporting this. The info comes from a group that analyzed the experiment, after waiting 5+ year to get the data with a Freedom of Information request. You can read about it on Steyn's website.

It is difficult to keep track of all of the scandals, falsified data, etc. going on in the climate field. Mann's hockey stick reminds me of the scandal you just linked. Revolutionary data the rewrites known history. Normally when that sort of thing happens, it is questioned, and verified, and scrutinized, and tested with other methods before being accepted. It's a tough road, but that's how science normally works. The global warming crowd simply accepts these revolutionary studies without the slightest skepticism. That, at best, is very poor science. Personally, I don't even consider it science. It's far closer to religion. A false religion to boot.
Just remember the same folk that claimed Trump threw away the bust of MLK in the Oval office & had Russian hookers do unsanitary things, are the same who call those who question the Climate Con, Nazis.
And will continue to do so.

Some jobs are worth doing yourself, for the pure satisfaction of knowing it was done right. If I have to pay a carbon tax, it's a small price to pay in this instance.

Besides, the containers go back to China empty anyway. It's practically free shipping. And with the grease content it has to be less polluting than coal. Less smog for China, less pollution for the rest of the world.
Now if I can get a tax break domestically, I suppose I can keep those jobs here. W. Virginia has many closed coal mines and we can sequester the politician's carbon in the deep shafts. Wouldn't even have to burn them, just dump them into the shafts and seal with concrete when full. I suppose I'd better hire Halliburton to do the Concrete plugs, they have the experience.
I was planning on packing the bottoms with EPA & VA political appointees to seal against any leakage of morals into the water supply.
