Officer Wilson clearly feared for his life during the incident that led to the shooting death of Brown. So we have an assault and robbery, followed by walking in the middle of a bust street, followed by failure to heed police instruction and a vicious assault on a police officer, literally breaking his skull, followed by resisting arrest and rushing towards the officer.

Apparently, UK police take all sorts of &^&^, if they have to get their asses kicked until reinforcements show up. Then they sit on leave or in the hospital until big boy is sentenced.

I was in a couple of places in the UK that felt pretty damn sketchy to me (the less nice side of Sutton, and some public housing area we went past on the way to get something to eat up towards oxford).
Never did see many cops, I assume they were all behind the ubiquitous surveillance cameras. What is the time for the second cop to respond?
I do find the UK police philosophies having some merit. But I don't know how much of it just works because of UK cultural values (that may be fading).
