Now I am confused. It says "no reserve" but the starting bid is $$$$$$$.

So it just ignores if you bid $45.98?

Yes, it ignores you. A high starting bid is a reserve of sorts. First bidder buys it, and from there its game on. Whoever is on top at the end gets the item.
