My 2HP briggs will eventually get up to 30. When I was a kid, the governor was set pretty much off. Used to go faster than any moped. Used to go fast enough to get the unbalanced front wheel to dribble like a basketball. Of course it didn't hurt the performance that I was 65 pounds.
