They start at 10 second intervals (the race number on the front of the bike denotes starting position) but they do tend to catch up with each other as the race progresses.
The fast guys usually start towards the front but not always as it can depend on when you put the entry in, what your previous IOM record is and even if you have a preferred start position.
Depending on the race they can run for 1 lap (electric bike TT) up to 6 laps for the senior TT, so pit stops are an integral part of the action in most of the big races. Fast flow fuel rigs are banned so pit stops seem slow compared to Endurance race stops. Most stops will entail a full refuel, rear tyre change and visor swap/clean. Sometimes a front tyre/wheel as well.
Fuelis calculated down to the fraction of a litre, so the rider pushing in the video has probably run out of fuel just before his stop so has had to push in to his pit
