According to the article ARC, the music company, is the one that started charging the fee. Sounds like Black wants them to either stop charging (or maybe she just wants them to share the extra profits.)

Youtube has been doing it since Jan 2010, the plan is to allow feature length movies become available, giving competition to Netflix and other rental services. As far as I know it hasn't taken off yet.

According to the article it looks like that is not the case. Looks like ARC records is/was the one making money, and the lawyers have been battling it out for a while now. I thought she was making bank on it as well, guess not. Should have known; the record companies have been bending over artist since a chunk of wax was used to make the first noisy round disk.
