Interesting, but I would question the source. CNS doesn't have the best track record.

They probably have a track record as good as the NYTimes.

Are we suggesting that people who have been convicted of a felony, served their sentence, satisfied probation and/or parole, and paid all restitution should be denied the chance to rebuild their lives in a place other than where they were born?

Canada, Australia, and a number of other countries seem to think so.

Is this actually the law of the United States of America?
