They figured out that the lining alone was enough protection at 20mph or so, and amazingly enough, got the govt. to go along with it. This has the never spoken effect of making sure you buy a new helmet after a crash, since the old one is shredded. Quite smart of the helmet makers IMHO. Since bicycle lids also have a ponytail slot, I'd rate them as more functional that that half lid. To be fair I have actually seen a life saved with a half helmet, and no longer mock them.....as much.
