Normal.

It is a joint that is closed by the pinch bolts just to the left of the "split".

This is necessary to clamp the axle so it will not get loose.
After the axle is tightened, the pinch bolts are tightened to about 20 foot pounds of torque so the axle stays put.

One of the nice things about owing the shop manual, ( Available from several of our sponsors), is that all of these questions are answered right in the book.
