Picked up a 07 XB12S that has been sitting for quite some time. Bike has only 5900 miles on it. Fresh battery. Turn key on, fuel pump primes once. While cranking the fuel pump does not run. Bike has no spark. Checked CPS, voltage supplied to the CPS from the Ecm was very low. Checked the grey pin #1 for 5 volts at the ecm, same reading, wires to it are good,.. Have less then 1V. Replaced ECM, same issue. Read about various connections and grounds and checked all of them, 77 connector looks brand new, cleaned both grounds under the seat, etc. This bike does NOT have a ground on the front of the frame. The screw and hole is there, but no ground wires coming out of the harness. Read in another thread a fellow owner with a 07 did not have these either. Possible wiring harness change? If so I cannot find where they moved that ground to. The only grounds I can locate are the top of the motor from the motor to the frame under the airbox, and the 2 under the seat on each side of the subframe. I'm literally lost. No clue what to check next or diagnose. The bike turns over well, but no spark or fuel. Injectors could very well be clogged, but haven't even got that far yet. I need to see some spark. Coil checked out good. Any ideas?

The 5 volt sensor output is regulated internally in the ECM so assuming you have +12 volts (or close to) being supplied to the ECM then it might be that the +5v output is protected to some degree. This is connected to the BAS, the TPS, the CPS and Speedo sensor so one thing I would take a stab at is to disconnect everything see how that output measures under those conditions.

However, I just went and checked my '06 Uly and with the RUN switch in the OFF position I measure 0.8v on pin#1. That isn't light years away from what you are measuring so you might want to double check that you are getting the Switched Ignition (+12v - pin#1 on the Black ECM connector). I assume you are because the fuel pump wouldn't prime if you aren't getting that.

I'm sorry, I can't help on the ground layout for an S but on the Uly the grounds at the steering head effect peripherals like horn, blinkers, headlights & aux outlet. The serious grounds are the ones closer to the ECM & battery.
