with the tire still on the bike? How do you get that last bolt out they hid inside the top of the rear guard?

And why wouldn't they grease the axle from the factory, good grief lucky those Dunlops don't last ; )

On an 03, I don't see how the tire can be removed without removing the belt guard. With the guard on, there is just no way to slide the belt off of the rear pulley (especially since the belt guard fully encloses the belt). As far as that inside belt guard bolt, I did not have any trouble with it (after I found it, of course ).

i just snapped mine off. once it broke (took minimal effort btw) i just spun out the screws with pliers. you could also remove the swing-arm brace (4 bolts) since the guard is connected only to that piece. good luck. looks really nice without all that ugly plastic.

Monorad:
Removing the swingarm brace (and thereby the belt guard) might provide enough slack in the belt to slide the belt off of the rear pulley (after the rear axle has been loosened a few turns, of course). However, I think you would be bending and/or twisting the belt too much.

According to Bake's profile, he has an 03 model, with presumably the 03-style Gates belt and belt guard. The 03 top-rear belt guard completely encases the belt inside the hollow belt guard, whereas on 04 and up models, it may not. Unless you also take the belt guard apart, you cannot free the belt from the guard.
