Hello!

Hope this wouldn't be stator related, but...

My 09 CR has no difficulty firing up, but charging at less than 12v.
At the same time, engine check and battery lights went ON.

I rode once after 3 months of vacation, no problem firing up except "system voltage" when starter begins to run. Charging at 14.2v, no problem at all

Then I didnt ride for another month, I fire it up, same thing as the last time, but system voltage showed up after a while, I checked recharging voltage, it was 11.x.
I turn it off, then it just won't start again.

and now, I tried recharge the battery, no problem firing up, but CEL and BAT are still on after when idle. and charging current is 12.0v max, seems like dropping slowly.

My first reflex should be the long-waiting fried stator.( stock stator + mosfet regulator)
But I'm not quite convinced, because the last time I went out with her, the weather was cold and I didn't ride for too long, I mean even in summer, I got no problem, how could the stator be fried for just a short run in town on October?

should I try change the battery first or just go rewind the stator ?

Before you start throwing parts at it, do some basic troubleshooting to find out the condition of the various parts of the charging system. If you don't have the Factory Service and Electrical Diagnostic Manuals, get them so you'll have a heads up on how to figure out what's really going bad.
