So ... I bought my 1125R on 10/31 from Millville from a sales guy that was great, all was great, they did my MD tax, tag, etc., gave me a 10 day tag, I went home. Fast forward to 2+months later, I check with MVA & still my paperwork hasn't made it to the MVA. I've called several times, there's always an excuse. Before xmas I got a response that there was 1 more thing the "processor" needed & they took care of it so I'm good. Yesterday, MVA still has no record. I call the GM yesterday & he says he'll take care of it & call me back yesterday or today. No call back. I email the sales guy out of desperation, he responds immediately & says he'll have the papaerwork person email me. She does & says she left a vmail, um, no, that she needs me to get the bike inspected & send her the inspection slip & my paperwork is pending that for MD MVA. "Inspection" on a brand new vehicle with 6 mis on it, um, no, just in case I go back to MVA with my paperwork, they say she's nuts, no inspection on a new vehicle unless it has more than 7,000 mis on it. So I reply with this info and beg for an accurate status on my paperwork. No reply. So, I've talked to the paperwork person multiple times, have gotten crazy wrong info from her, called the GM who said he'd get it resolved & call me, nada, got the sales guy who was responsive but led me back to the paperwork person screwing everything up. Man, what the frick do I do, I'm at a loss, I have a bike I paid cash for months ago sitting in my garage & no title, no tag, no registration. I don't know if I'm venting or asking for ideas, I guess both. I just don't get what the problem is & why no one there is helping me. At this point I'm really getting very concerned. Dave. |

You may have to drive all the way back there and grab all of them by the neck to have a face to face discussion. There shouldn't be a problem filing paperwork. That paperwork girl is probably sending your papers to new jersey motor vehicles. LOL |

call Harley Davidson and tell them your situation then nicely tell if your not taken care of promptly you will have a lawyer contact them. So you can cover your behind and then call Kimmel and Silverman 1-800 lemon law and ask if they would be interested in your case you might not get a settlement but then again who knows I mean Milwaukie customer service BTW |

Shouldn't the bike have been inspected already - by the dealership? In Texas, we have to get an inspection before we're allowed to register a vehicle. |

Keep calling the GM. Went through a similar issue when I bought my Uly years ago. Got my tags and registration, but never got a title (bike was paid for). Went on for 3 months of "it's on the way". Dealer saying it was the DMV's problem and the DMV saying it was dealer's problem. I just kept hounding the dealer's GM and title person and they finally handled it. Told them that they charged me for it and they should make sure it is done. Maybe you could ask them what day you can bring the bike back in and get your money refunded since without a title/registration in your name it must still belong to them. Tell them you will bring back the sales agreement so they know exactly how much to refund you. Scratch that. Just call the GM a few more times and be nice, but tell him it needs to be resolved. Make sure you speak with him. Try that first. Hope it works out. |

Maybe they can send everything to you, then you can go to the MVA and do it yourself. That way at least you'll know it got done right. |

Was the bike new (on the MSO and not previously titled)? If it was new, there is no inspection required for MD. If you paid the dealer for tag/title/taxes, have them a) cut you a check (made to you AND to Maryland MVA) and b) send you the MSO and the check, and walk it through yourself. If you paid for it, that title/MSO is YOURS, not theirs. GET IT. If it's used (i.e. there is a title other than the Wisconsin / Buell Statement of Origin), you do need an inspection. Any dealer can do that, it's limited by MD law to 3/4 of one shop hour (for us, that's $57). Should be 6% tax, I want to say $267 tag/title but it depends on the NJ doc fees. If you have any questions at all, please PM me. I also do tag/title for us at HDF. jgoetz@hdoffrederick.com. If I don't know the answer, I have my MVA rep on speed dial |

Thanks, yea the bike was new, no miles, I took my purchase paperwork to the MVA and asked to get the 100% right answer. No inspection. I asked about doing it myself, they said they had to do it, also not correct according to MD MVA (i've been to the MVA personally 4 times already to investigate what is going on), but they did say dealers literally insist on doing it, so it's not legally req'd but ... They say they send the paperwork to a processor in Oregon, yes I said Oregon, is anyone else amazed, but they say the paperwork is with this processor in Oregon, who needs an inspection slip which isn't needed, in order to submit to MD MVA. Tomorrow I'll call for the GM, again, and the sales guy, again, and if we don't get progress maybe I'll talk about returning it, I literally don't know what to do. I just thought of calling my insurance broker tomorrow & get his opinion ... he's a good guy, I deal with him quite a bit, I have a few bikes and 6 cars so we're almost friends. LoL. Otherwise, I can try to call HD, try to get legal advice, I just don't know. |

HD won't / can't help. Or care. The Oregon thing might be an out of state title service that we've thought about signing on with. Third party, dealers send paperwork to them, they process it for the dealer/customer because it's out of state, and send the title/tags to the customer. Call the GM...get the paperwork back, and the check for your tag/title/tax like I said earlier. Do it yourself. If the GM gives you a hard time...do a search on marylandmva.com. "Vehicle Titling and Registration" I believe is the section. It will list that no inspection is required for a vehicle on MSO. Send it to the GM and TELL him to give you YOUR title. If he puts it on the Oregon folks...send him a link to the MVA page showing no inspection is required. Your insurance guy won't be any help either. Too bad you didn't buy in-state |

Not sure how far you are from the dealer, but I think I would pay them a visit in person. Outside of that I would be calling every day to anyone who will pick up the phone. I have no problems posting bad dealer warnings and like to see more people doing it. I would think that a bike needs to be titled within so many days of ownership (at least in MI). Any fines or such that could result might be worthy of having the local PD stop by and remind them of their obligation (if illegal). Don't hesitate to call the Better Business Bureau to see if they can help speed things along. Kirb |

Yea, I agree with Dentguy, be polite talk to the GM, remind him how patient you have been, how long this is going on and maybe you should just bring it back for a full refund. Then wait for him to pick his eyeballs of the floor. They wont go for it but you can give them that option. Nobody gives back the money! Scott |

Shouldn't the bike have been inspected already - by the dealership? A NJ dealer can't inspect a bike that's going to be registered in MD. I bought my most recent Buell out of state, but thankfully is was pretty easy from a paperwork standpoint. Coming into NY, the buyer is responsible for everything at Motor Vehicle. I was given a bunch of paperwork and the old title, and it was my job to get it registered within a certain amount of time. I was given a temporary plate to ride it in the meantime. I would keep calling the GM, and don't settle to speak with anyone else. Call him because he's got more important things to do, and if you're calling everyday it's going to be in his interest to get you taken care of if for no other reason than to get you to stop bothering him. |

My bike left the delaership with an expired insopection. It was new, but had been on the floor for a year. I had to ride back over and have it insopected again. I was frustrated by that. I can't imagine how angry you must be. |

Another option- is the dealer owned by a single individual or group? Sometimes a single owner will take a special interest in unhappy customers. I've had good luck getting things moving along with some dealers when the owner is involved. Many dealers these days are owned by investors. Our HD is now owned by a group of doctors who hire a GM so they don't have to do anything. |

For the out-of-staters here... Maryland DOES NOT require an inspection on a new (never titled, still on the MSO) vehicle. There are no recurring inspections in MD. The ONLY time an inspection is required is when a USED vehicle changes hands. The buyer then has to have a fairly in-depth inspection performed. Pass that, get tags, done forever until the vehicle changes hands again. Dave doesn't need an inspection because as he says, it is a NEW motorcycle; he needs the TITLE so he can go to the MVA (our goofy version of the DMV) and get it put in his name and get tags. |

I feel your pain. Go to the dealer and demand they get this done!!! I ended getting 6 month's extended warranty on my wife's 09 Blast cuz the title was taking so long to get. |

I had my plate in hand 28 days after delivery. I'd call and ask to speak to the owner since the GM isn't getting it done. Tell him exactly what's going on and that they have five business days to correct it. The next call they get will either be from the local news or from your lawyer. Better than two months is stupid. Of course I'm hotheaded enough that by now I would have probably shown up with a lawyer, their bike and a ride home by now. |

I'm not really the hot-headed type, and I'm not angry, I'm worried. I hated to call the GM and escalate, although I don't think it mattered, still not heard from him again, I own & operate a 240 employee company in MD, so I know what "busy" is and if a client called me directly on something this outta line, I'd be all over it & make sure sure I follow up myself, I take my company's performance personally, anyway, not really a complaint but more of an observation. I like to think everyone is doing their best, I guess that's why I can't get my head around the issue with this. I've gotten some glimmer of hope from the paperwork person, who like my sales guy, seems very nice. They do outsource the paperwork to Oregon & now it seems everyone is in agreement on not needing to inspect, last note was that it was sent to MVA & is being confirmed. I hope to soon get that confirmation, then I can go to the MVA again & confirm myself that it's in the system ... and post a happy ending. D. |

That's good that someone seems to be on the case. I'm a rep. for Standard Motor Products so I understand the busy but taking a personal interest in my customers satisfaction also. I'll be home for about 10 days this month when I didn't spend 20 away all last year. But I doubt they're busy right now. It sometimes amazes me, I understand mistakes happen but there's an answer, I don't care if I like it or not just don't give me dumb looks. Here's to a happy and easy ending! Hey it could have been in the middle of Spring so really it's not that bad. |
