I think that, instead of a constant "noise" at low speed a "Smart Horn" should be considered. At low speeds, instead of an obnoxious "HONK!!" it should politely say "Excuse me?" (in whatever language is appropriate for the country in which the vehicle is sold).
At speeds above a certain level, it would revert back to the obnoxious "HONK!!."

I've had two European cars which had that feature. A light press of the horn trigger powered only the "city" horn, which was relatively quite. A full press activated the "highway" horns, which were MUCH louder.
A while back I ran upon a blog where a guy used an Arduino to program engine sounds through his sound system so that from inside the cabin his I4 sounded like a V8. Tied it to CPS and TPS inputs so that the sound changed with load and RPM. A bit ratchet for me but I appreciated it from a creativity standpoint
