If you're on a PC, use Paint (it's in the start menu under accessories).

Right click the picture you want to use, select "edit". It should open it in Paint. Use the Image menu up top, select "stretch/skew". If you know how big the original is in KB, just factor down. Most of my stuff ends up being either 30% original size or 50%, depending on which camera I took the pic with. Just enter the amount in both boxes (L and W), do a "save as" so you are keeping your original image too, and post the downsized one. 103kb is the badweb limit (save as a jpeg).
