A new exhaust gasket, provided the exhaust is complete. If its new in the box, it may have come with a new gasket.
A torque wrench + other common tools.

It's used. It used to be on the bike but then the PO put the stock one back on. I think I need a gasket and maybe a new collar/flange that bolts to the head.

Naw - use stock - use circlip that holds that onto stock as well.

Should I also order new jets for the carb?

I'm guessing/hoping that when the VH was put on the first time the PO changed the jets. I can't imagine they would go to the trouble of changing the jets back to stock as there wouldn't be much reason for doing so. If they drilled out the idle mixture screw cap, I'd assume they changed the keys. But they are only $6, so if you're going to pull the float bowl to check jetting, have new jets on hand to change if necessary.
If the idle mixture screw cap has not been drilled, I'd assume that you still have stock jetting too.

The PO wasn't too smart. I had to drill out the idle screw and when I opened the bowl the jets had 42 and 175 stamped on them I think.

Change the slow jet to a #45 then and shim the needle too. 175 is fine for the main.
You do have the rear mount for the VH?

EZ,

If I shim the needle on my Blast do I have to replace any gaskets or anything?

Where is a good place to buy the washers?

No, shouldn't need anything other than the washers.

R/C model hobby store. You'll get a bag for a buck or two.
