If you look at the bikes that the 1190RS would have to race against they are pretty much fully developed for racing at the IOM, but are basically WSB spec in terms of engine and chassis develoment. They are then modified to take the strain and punishment of the TT circuit. Bikes are flat out for long periods of time on the island and average lap speeds are huge. Twin cylinder bikes have traditionally not done too well at the TT in recent years (I can't remember a Ducati winning since Hailwood, but there may have been one) and the sustained high speeds seem to favour 4 cylinder bikes. You also need a rider who has a lot of expereince on the course rather than a rookie.
