They have a weather-seal built into them, attaching them to the housing. Best bet is to find a cluster - you can swap the cases so you don't lose your odometer reading if you want. You can try one of the headlight restore kits. I have one that I use, that's basically a water bottle (for lubricant) and three 2-sided pieces of sandpaper, in varying coarseness, ending with a super-fine grit. They work for headlights to get the yellow and haze off, but not sure if they'd be "optically clear" enough for a gauge face. Get a spare shell first, so if it doesn't work you can just swap shells.
