Here's the lowdown:
I installed a new battery (HD battery). I installed Skene P3 lights for the rear.
Went to turn on the bike and with the key in the ON position, the front parking light comes on, no low beam, but the high beam works with the switch and flasher. For the rear, the brake light is dim without activating the brake lever, then lights up bright with activating the brake lever, turn signals (front and rear) blink with both left and right switch activation.

I can't remember, do the front and rear turn signals light up solid with the bike on?
The rear license plate bulb works normal.

I started the bike and get the same results.

I thought it was the Skene P3 lights so I disconnected them and get the same results. When I turn the key to the PARK position, the front parking light comes on, the rear license plate comes on, and the brake light is dim.

So is it just a burned out front low beam bulb?
Or is it something else?

I forgot to check and start the bike and lights BEFORE I installed the Skene P3 light system and am kicking myself for that. So I don't know if this problem was there before the install.

Front and rear turn signals do not light up solid with the bike on. Your bike shouldn't have a front parking light unless you or someone else added a bulb to the extra Europe-only socket in the headlight housing. It sounds like you have a burned out low beam bulb.

Starting with, I believe was the 09s, they came with the parking bulb already installed.

I second the burned out bulb theory.

Yep your bulb is gone. You might check your voltage at the battery at higher rpm and make sure you're not spiking. The first sign of my stator/VR frying was blown headlights.
Then again, it's just a worn out bulb. I hope anyway!

My 2008 came with a little parking bulb in there.

It was the low beam bulb. It was ironic that the first time I turned on the bike this season the bulb was out. I started thinking of everything else but the bulb. Start with the basics.

The parking bulb was in there when I bought it from the previous owner. I'm the third owner so the history is a mystery.

Anyway thank you all that replied. I appreciate the help!

Did they fix the potential ground wire failure behind the headlights?

My '06 burned out three low beam bulbs over a four month period until I found and fixed the intermittent ground wire problem on the steering neck.

I put parking light bulbs in both the 08s I've owned. Kept me from getting stopped one rainy night when I blew the high and low beams with a bad VR.

Odd. I was confident that I had to remove a filament bulb there when I installed a LED.

Perhaps I was on crack that day.
