So I'm trying to buy this Uly from Canada and Harley Davidson has just made my life very difficult. Normally this is not a difficult process but because i got on the phone with them (Harley) and told them I was buying the bike, the importation of the motorcycle is now for "Resale" and they will not write a letter or do anything to help me. For $1100 I can use a registered importer here in Seattle IF the bike has an EPA sticker. This is normally on the official frame sticker, but on both his and my Uly I can't find anything on the bike that references the EPA or emissions. Have you guys seen anything on the bike? Without an EPA sticker the bike would have to be shipped to one of 6 EPA testing centers and put on a dyno with a stick in the pipe. Obviously that is a deal breaker. The not so funny thing is that everyone, including Harley Davidson knows the bike meets both EPA and DOT requirements, they told me so on the phone. They just won't write a letter for me. The registered importer I talked with implied that if there was a semi-official looking sticker somewhere on the bike it might work.

Help!!

There should be a sticker on your frame near the VIN by the steering neck that says something along the lines of "this bike complies with all EPA yada yada when it was built"

Edit - That is on a US bike, I'm not sure if the ones sent to Canada have that. It may have been removed by a previous owner too.

So I just talked with the Canadian owner of the bike and his bike DOES have the EPA sticker. The Sticker in English states the engine is 984cc The Sticker in French states it's a 1203cc bike. Clearly someone put the wrong sticker on the bike. But his speedo is in KM only, so I might have to put my speedo in to get it inspected.

My bike does NOT have the EPA sticker, so I didn't know where to look for it. Thanks for the help I'll keep you posted.

I would obtain the VIN from the bike in question.
Make a trip to the local Washington State DMV.
Ask them what is needed to register the bike.

If the VIN is flagged as a Canadian market bike, then you're screwed... without going through all the hoops.

I once imported a US Harley into Canada, with the speedo in MPH only, and it wasn't an issue. And I think I might live in one of the most over-regulated districts in North America...

I'm interested in how this turns out because I've thought that if/when I sell my Uly it would be attractive to a US buyer given the current exchange rate.

TrevD,

I've become an expert in the last 2 weeks and it's really not to complicated. Harley has a form on their website you fill out and FAX to them. You will be requesting a conformance letter for the EPA and DOT. You will need to send in proof of ownership and registration as they will only work the current owner. Once they send you the letter the new owner fills out some forms at the border, shows USCBP the letter and you're done. The catch is that when you fill out the form for Harley, you need to check the box for "Permanent Transfer". Implying that you yourself are taking this bike to the USA to ride for your own use. If you check the wrong box on the form "For Resale", or mention to them on the phone that you are selling the bike you are screwed, they will not help you or send a letter. This is the position I am in. Had I not called them on the phone and identified myself as the buyer I'd be putting around on my new Uly RIGHT NOW.

I even called Lance at St. Paul HD to see if he could help. He called and talked with Ola and her counterpart with no luck. Really it's just that Ola is a power hungry bitch that was having a bad day when I called. She told me the bike conforms with all US Standards but she won't be sending us a letter stating that because she now understands the bike is being sold and she isn't obligated to do anything.

So now I have to work with a registered importer ($1200) and the bike will be quarantined at their facility for 30 days while we await paperwork from the DOT.

Sorry for the rant but this is what I've been doing for the last week.
